Rick Bockhorst and his wife, Karen, have started what they hope will be a beautiful friendship with Dearborn County.

The couple, who live in Aurora, opened Rick's Café American in downtown Lawrenceburg less than two months ago. It's a casual dining restaurant with a Casablanca movie theme, located in what used to be a bar.

Bockhorst, who grew up in Cincinnati, says he sees plenty of opportunity in this old Ohio River city 25 miles downstream from Cincinnati.

"This whole area is quickly becoming a suburb of Cincinnati," says Bockhorst, who said he and his wife saw a need for more upscale restaurants.

Located across High Street from what local officials hope will soon be the city's $49 million event center, and a couple of blocks from the massive Hollywood Casino, Bockhorst said his business has increased steadily.

For decades, development around Cincinnati moved south into Northern Kentucky, east into Clermont Countyand north into Butler and Warren counties - but not west to Dearborn and adjoining counties in Southeast Indiana.

But Bockhorst, 67, who's invested $70,000 from his retirement savings in Rick's Café, sees a bright future here even though Dearborn County has its challenges. Jobs are a concern here, as they are in most communities. Dearborn County's unemployment rate was 8.3 percent in June, the same as the state of Indiana's and nearly a full percentage point below the Cincinnati metropolitan and national rates, both 9.2 percent in June. But a large percentage of county residents, nearly six out of 10 of those employed in the latest census data, work outside the county.

Still, as areas such as Florence and Mason get more congested, Southeast Indiana is attractive to those who want to live outside Cincinnati and its suburbs, Bockhorst said.

He and community leaders here say there's a sense that Southeast Indiana's time has come, thanks in large part to how tax revenues from the Hollywood Casino have been invested into the community.

More than $2.1 billion in tax revenues and fees have flowed to the state, Lawrenceburg and surrounding communities since Hollywood Casino (originally named Argosy) opened here 15 years ago. The money has been invested in everything from new sidewalks and park improvements, to $1,800 grants to help high school students further their education.

"I don't think Dearborn County has suffered like a lot of other areas, thanks to the tax revenues from the riverboat," said Lawrenceburg Mayor Bill Cunningham.
