Matthew J. Perry, Jr., lawyer, civil rights pioneer, and South Carolina first African-American U.S. district judge, died peacefully at his home in Columbia, South Carolina July 29, 2011. At his death, Judge Perry was still serving the citizens of South Carolina as a senior judge of the United States District.Judge Perry is survived by his death his wife, Hallie Bacote Perry, formerly of Timmonsville, South Carolina, his son, Michael Perry (Alesia) of Tega Cay, South Carolina, and a host of other family members, clerks and staff who love and miss him terribly. Judge Perry was a member of Zion Baptist Church in Columbia, South Carolina, a member of the Alpha Iota chapter of Sigma Pi Phi Fraternity, Inc. and Omega Psi Phi Fraternity, Inc.
Judge Perry was born in 1921 in Columbia, South Carolina and was raised primarily by his mother and grandfather, his father died when he was twelve years old.Judge Perry was very fond of his mother, who taught him the values and respect for others, he exhibited throughout his career. After graduating from Booker T. Washington High School, Judge Perry was drafted into the U.S. Army and served his country in World War II. After the war, Judge Perry attended and received his BA in 1948 and a law degree in 1951 from South Carolina State College (now South Carolina State University).
Perry opened his first law firm in Spartanburg, South Carolina where he founded his practice until about 1961.Judge Perry returned to Columbia in 1961 as chief counsel of the Conference South Carolina State of the National Association for the Advancement of Colored People (NAACP). In private practice and in his role with the NAACP, Judge Perry has tried over 6,000 cases, and his work has led to the release of nearly 7000 people were arrested for protesting against the various forms of segregation.
Judge Perry was the first African American lawyer in the Deep South to be appointed to the federal bench when he was appointed to the United States Court of Military Appeals by President Gerald Ford in 1976.Judge Perry later became the first South Carolina African-American federal district judge when he was appointed to the United States District Court for the District of South Carolina by President Jimmy Carter in 1979.
