Mike Albert: Library deeply entwined in education

CHARLESTON, West Virginia - Recently, the Kanawha County Circuit Court overturned laws passed by the Legislature in 2007 and 2008 involving the financing of the Public Library of Kanawha County. The decision is disappointing, not only because these laws have tried to bridge the "equity" concerns raised by the County Board of Education of Kanawha on library funding, but also because they led to the school board gets a lot additional funds over the amount paid to the library.

Public Library of Kanawha County was founded in 1909 and was supported and funded by the predecessor of the Board of Education because the board understands the critical importance of a public library in education and citizenship informed in a democracy.

The Board of Education essentially provided 100 percent funding of the library until 1957 and then helped make the West Virginia Legislature passed the "special law" that the responsibility for funding shared between the Commission Kanawha County, the city of Charleston and the Board of Education.The special law has reduced the Education Council of units of about 34 percent of the operating budget of the library.

Now, the Board of Education opposes the funding of a library that has created a library that is funded under a law he helped pass. The money directed to the library is less than 1 percent of the budget board. The Board of Education has not shown that the training of students has been damaged due to library funding.In fact, the Board of Education financial support of the library greatly enhances the quality of education for all students in Kanawha County.

Public Library of Kanawha County offers a wide range of free services for students, their families and educators. Each year, thousands of school children of Kanawha County to borrow books at their local branch library or mobile library. Students also have access to databases of libraries, tutoring and homework help online.Teachers know well the value of the library, and the Public Library of Kanawha County offers collections of books to supplement the school library collections and requested by professional educators.

Public Library of Kanawha County has long been an important part of the education system. Cross Lanes Branch Library is located right next to Andrew Jackson Middle School. Sissonville Branch Library is on the corner of the site Flinn Elementary School.These two libraries work closely with the teachers of the school to promote reading and use of library services to improve the education of students.
